Laws was a shortstop for Harris-Stowe College from 1970 to 1974. He was named an All-American in the National Association of Intercollegiate Athletics. At Harris-Stowe, Jim set the NAIA record for stolen bases with 54 steals in 49 games. He was only thrown out one time. He also set the NAIA record for on-base percentage.

Laws played shortstop for the St. Louis County League for six years. He was with Harris for two years, E.G. Hydraulics for two years, and Clark Funeral Home for two years. He also played short for Southwest High School between 1967 and 1970.

He also coached baseball at St. Francis of Assisi in the CYC League and was baseball coach for the Affton Athletic Association.
